- action against organised supply, exploitation and violence;
- harm reduction where it demonstrably saves life and supports recovery;
- honest examination of criminal penalties, enforcement displacement and black-market adaptation;
- monitoring of potency, mental-health effects and youth exposure;
- careful international comparison.
Important qualification
Cannabis should remain illegal while Honest Politics completes a full review of the evidence and realistic alternatives.
The evidence, public opinion, rights, enforcement effects, health consequences and alternative regulatory models have not yet been examined through the full Decision Standard.
The present direction is therefore continued prohibition, combined with an open commitment to change that position if the full review shows that another model would better protect health, young people, freedom and public safety.

Any legal model carries risks. Prohibition can sustain criminal markets and enforcement harms, while liberalisation or regulated access can increase availability, commercial incentives, youth exposure or health damage.

What could change this direction
The current prohibition position should change if a credible alternative performs better across health, freedom, youth protection, organised crime, enforcement, treatment and market design without creating greater overall harm.
Before this becomes a developed proposal
The policy must identify a precise problem, realistic options, evidence, rights, distribution, cost, delivery responsibility, territorial scope, evaluation and stopping conditions. A stronger public status cannot be created by wording alone.
