# Honest Politics Final Decision Hierarchy

## Constitutional status

This document establishes the controlling order of Honest Politics records. It determines which source prevails where wording, status or implementation differs.

It applies to doctrine, policy, governance, communications, website content and operations.

## Level 1: Founder Doctrine



Controls enduring political principles.

A later policy or communication cannot override it.

## Level 2: Decision Standard

Controls how policy is developed and approved.

## Level 3: Audited Policy Platform

Controls current public political directions and investigations.

A policy-specific developed proposal may supersede a broad direction only through the Decision Standard.

## Level 4: Governance and Accountability

Controls authority, conflicts, review, corrections, complaints, finance and public records.

## Level 5: Messaging and Website

Controls public language, architecture and design specification.

Messaging cannot upgrade policy status or invent governance.

## Level 6: Legal and Operational Controls

Controls what can be implemented or published at a given organisational stage.

Legal and security gates may prevent publication or activity even where political approval exists.

## Conflict rule

Where documents conflict:

1. current law and binding legal duties prevail;
2. Founder Doctrine prevails over policy and messaging;
3. Decision Standard prevails over old methodology;
4. audited policy status prevails over old website wording;
5. governance reality prevails over public branding;
6. the latest approved controlled version prevails over historical copies.

## Amendment rule

A higher-level source should not be amended indirectly through a lower-level document.

Material changes require:

- explicit decision;
- reason;
- affected documents;
- version update;
- public change record where relevant.


## Controlled-document rule

Every master document must record:

- document ID;
- version;
- status;
- authority;
- effective date;
- review trigger;
- superseded source;
- change summary.

Copies, exports and website renderings are subordinate to the canonical controlled source.

## Emergency inconsistency rule

If a live public page conflicts materially with a controlled source, the page must be corrected, withdrawn or marked under review. A misleading public statement must not remain online merely because the underlying master document is correct.
